Volker Turk, the UN High Commissioner for Human Rights, at the conclusion of his June 2025 visit to Sri Lanka, stated that a wide range of actors, including members of civil society and victims of human rights abuses, had informed him that “the same old patterns of surveillance of human right defenders persists.” Despite the political transition to the Dissanayake Government, the OHCHR confirmed in March 2025 that reports of surveillance and intimidation by Sri Lankan security forces in the Tamil homeland continue to emerge. President Dissanayake himself stated in a public address in February 2025 that “Sri Lanka is a criminal state,” echoing the concerns of numerous human rights organisations regarding extrajudicial killings and systemic abuses perpetrated by state forces.
